WHEREAS, Winthrop University is committed to being an active and supportive citizen
of its host community; and
WHEREAS, the Old Town area of Rock Hill suffers from declining population, low household
incomes, and vacant and deteriorated buildings; and
WHEREAS, the area now referred to as the Textile Corridor has over 1.5 million square
feet of vacant and underutilized space; and
WHEREAS, the City of Rock Hill desires to see this corridor become a vibrant mixed-use
center for housing, retail, restaurants, institutional uses, small businesses and
education; and
WHEREAS, a revitalized Textile Corridor can stimulate significant economic activity
and provide the potential for the creation of a "college town" atmosphere in proximity
to the Winthrop campus, thereby adding to the quality of life for our university and
the broader community; and
WHEREAS, the City of Rock Hill, Rock Hill School District Three, York County, Rock
Hill Economic Development Corporation, York County Regional Chamber of Commerce, Winthrop
University, and York Technical College have co-sponsored the creation of the Textile
Corridor Master Plan;
THEREFORE, LET IT BE RESOLVED that the Board of Trustees of Winthrop University does
hereby endorse the goals and strategies of the Textile Corridor Master Plan as a guide
for realizing the revitalization of the Textile Corridor and does pledge its continued
collaboration and support for this important initiative.
