WHEREAS, the Board of Trustees of Winthrop University consistently delegates to the
President the managerial and administrative authority for the ongoing operations of
the University commensurate with the policies of the Board; and
WHEREAS, by such designation, the President is the chief executive officer of the
University thereby responsible to the Trustees for the conduct, management, and quality
of the University's programs and operations; and
WHEREAS, the President holds the final authority in all matters appertaining to the
administrative, fiscal and program performance of the University;
THEREFORE LET IT BE RESOLVED that while the Board does affirm its 1996 Resolution
stating substantive judgment resides and ends with the President of the University,
in matters of faculty promotion and tenure the Board may choose to receive an appeal
on the basis of improper procedure.
