This resolution will provide for the issuance and sale in the amount not to exceed
$5,200,000 of Higher Education Revenue Bonds for the purpose of permitting the University
to renovate Phelps Hall, a 400 bed residence hall facility. Given the condition of
the building, this renovation is necessary and will include a full renovation and
proper ventilation of all bathrooms, the addition of a hydraulic elevator and the
installation of new accessible ramps in the lobby on the ground floor.
