WHEREAS, the Board of Trustees of Winthrop University continues to believe that it
is appropriate and necessary for the University to be an active and constructive participant
in development efforts conducted by its host community; and
WHEREAS, Pennies for Progress is the name of the York County Capital Projects Sales
and Use Tax Program initiated to further the development of the County's transportation
infrastructure, emphasizing safety, connectivity, prosperity, and quality of life
and providing the area with a safer and more efficient roadway system; and
WHEREAS, York County remains among the fastest growing counties in the U.S., and the
Pennies for Progress program has been and can continue to be a pivotal means of keeping
up with transportation infrastructure needs created by that growth; and
WHEREAS, the members of the Executive Committee of the Board of Trustees have examined
the proposed third Pennies for Progress project's impact on Winthrop University including
the planned pedestrian safety improvements along Cherry Road and Oakland Avenue and
find that proposed changes will simultaneously improve safety and increase the overall
attractiveness of the area for visitors, current and prospective students, and residents
of Rock Hill and our campus; and
THEREFORE, LET IT BE RESOLVED that the Executive Committee recommends to the full
Board of Trustees the complete support of the proposed 2011 Pennies for Progress project.
