RESOLUTION AUTHORIZING EXPENDITURES FOR A PUBLIC PURPOSE REGARDING GROUP TRAVEL

WHEREAS, Section 59-101-187 of the South Carolina Code of Laws authorizes the governing board of a public institution of higher learning to adopt a written policy for the expenditure of funds for a public purpose; and

WHEREAS, Proviso 117.8 of the 2016-2017 Appropriations Act exempts state institutions of higher learning from the travel regulations when expending travel funds derived from exempt funds sources listed in the proviso, which reads in part as follows: (GP: State Institutions - Revenues & Income) . . . Notwithstanding other provisions of this act, funds at state institutions of higher learning derived wholly from athletic or other student contests, from the activities of student organizations, and from the operations of canteens and bookstores, and from Private Practice plans at institutions and affiliated agencies may be retained at the institution and expended by the respective institutions only in accord with policies established by the institution's Board of Trustees; and

WHEREAS, it is appropriate and necessary for the Board of Trustees of Winthrop University to adopt and establish a written policy governing expenditures of proceeds from non-appropriated state funds, athletics or other student contests, activities of student organizations and the operations of canteens and bookstores to cover employee expenses related to student group travel; 

THEREFORE, LET IT BE RESOLVED that the Board of Trustees of Winthrop University, in order to "facilitate student group travel, including both athletic and academic, ", authorizes the reasonable expenditures of funds from the proceeds from non-appropriated state funds, athletics or other student contests, activities of student organizations and the operations of canteens and bookstores for the following travel expenses:

  • Employees that chaperone student group academic trips;
  • Employees that chaperone athletic team travel;
  • Employees traveling to recruit potential student admissions;and
  • Employees traveling to recruit potential athletes, during the applicable recruiting season under NCAA guidelines.
