WHEREAS pursuant to S.C. Code Ann. §59–125–1, et. seq., the Board of Trustees of Winthrop University is created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University;
WHEREAS the establishment of a scholarship program for students from North Carolina schools with articulation agreements meets the strategic objectives of Winthrop University by promoting academic excellence and regional cooperation;
WHEREAS pursuant to S.C. Code Ann. §59–112–70, the State of South Carolina empowers the Trustees of Winthrop University as a state-supported institution to recruit academically prepared students by offering scholarships paired with the application of in- state tuition further to encourage attendance at such public institutions of higher learning;
WHEREAS South Carolina governmental leadership has emphasized the importance of partnerships with North Carolina, particularly the Charlotte area, with statements underscoring the necessity to “communicate, collaborate, and cooperate.”
WHEREAS this philosophy extends to all sectors, including business, industry, and government, with an understanding that such collaboration and the exchange of good ideas will benefit the region;
WHEREAS the leaders of South Carolina have articulated the strategic significance of partnering with the Charlotte Metropolitan region and that such partnerships are crucial for the economic development of the region and the State of South Carolina.
WHEREAS Winthrop University, as a state institution of higher learning, is called upon to heed the direction of our state’s leadership and build bridges that contribute to the economic development of the region and the State of South Carolina;
NOW, THEREFORE, BE IT RESOLVED that on Thursday, April 25, 2024, the Winthrop University Board of Trustees hereby adopts establishing a scholarship program aimed at North Carolina schools with which Winthrop University has articulation agreements. This program is designed for students who meet academic requirements comparable to those expected of in-state students, with the scholarship amount to be set by the Administration considering resources available to support such a program;
FURTHER RESOLVED that the Administration is tasked with crafting the specifics of this program, actively seeking partnerships, and ensuring students of sufficient academic accomplishment;
FURTHER RESOLVED that the acceptance of such academic scholarship and accompanying tuition benefit shall not preclude the student from receiving additional scholarship money or financial aid that they may be otherwise eligible for;
FURTHER RESOLVED that the Secretary to the Board of Trustees shall certify that the Winthrop University Board of Trustees approved this resolution on the 25th of April, in a regular meeting scheduled by the Winthrop University Board of Trustees. Such resolution shall be maintained and publicly posted by the Secretary of the Board in a time and manner as required by law.
