RESOLUTION TO CHANGE THE STUDENT GOVERNANCE OF WINTHROP UNIVERSITY FROM THE COUNCIL OF STUDENT LEADERS TO THE STUDENT GOVERNMENT ASSOCIATION

WHEREAS, pursuant to S.C. Code Ann. §59–125–1, et. seq., the Board of Trustees of Winthrop University is created and established as a body corporate for the purpose of effectuating the educational mission of Winthrop University; and

WHEREAS, on November 8, 2002, the Winthrop University Board of Trustees officially recognized the Council of Student Leaders as the primary vehicle for student governance; and

WHEREAS, the current structure and designation of the Council of Student Leaders deviate from the standard naming conventions and frameworks used by high school and other university governance systems; and

WHEREAS, the Reimagining Student Governance Committee of the Council of Student Leaders has determined that student governance at Winthrop University should more closely align with recognized models of high school, university, and state governance, prompting the proposal of a new structure and name; and

WHEREAS, the newly established Winthrop University Student Government Association (SGA) will serve as the official representative body for the Winthrop University student population; and

WHEREAS, the membership of the Student Government Association shall consist of 19 elected positions chosen by the Winthrop student body and 14 appointed positions designated by various university groups to enhance student representation and engagement; and

WHEREAS, the Student Government Association Executive Officers will include a Student Government President and Vice President elected by the Winthrop student body, along with three additional positions, including a Parliamentarian, appointed by the Student Government President and Vice President; and

WHEREAS, the President of the Student Government Association will regularly engage with student clubs and organizations to provide continued support, address concerns, and promote student initiatives; and

WHEREAS, the standing committees of the Student Government Association will expand to include Internal Operations, Civic Engagement, Campus Safety, Student Involvement, and Campus Well-being, ensuring that all facets of the Winthrop student experience are addressed.

THEREFORE, BE IT RESOLVED, that the Winthrop University Board of Trustees approves the conversion of the Council of Student Leaders into the Student Government Association and additionally commends and celebrates the commitment and contributions of the Council of Student Leaders for their exemplary service over the past 22 years.

NOW, THEREFORE, BE IT RESOLVED that the Acting Secretary to the Board of Trustees shall certify that the Winthrop University Board of Trustees approved this resolution on the 24th Day of October in a regularly scheduled meeting. Such resolution shall be maintained and publicly posted by the Acting Secretary of the Board in a time and manner as required by law.
