Associate Vice President for Finance and Business
Mission Statement
The mission of Budgeting and Financial Accounting is to manage the university's budget
and fiscal operations.
The Office of the Associate Vice President for Finance and Business is responsible
for the budgeting and financial accounting functions for the university. The primary
departments reporting to the Associate Vice President for Finance and Business are:
- Budget Office — Responsible for managing the university's annual budget leveraging the Banner system.
- Cashiers Office — Responsible for supervising the collection of all university funds.
- Controller's Office — Responsible for maintaining the university accounting and fixed asset records, supervising
the disbursement of funds, and preparing the financial statements for the university.
- Payroll Office — Responsible for the preparation and distribution of all university payrolls and
for university compliance with all rules and regulations pertaining to and/or resulting
from payroll operations.
- Procurement Office - Responsible for the purchasing function, with the mission of yielding the most
efficient and effective use of university funds. Oversees the university’s Procurement Card Program, online requisitioning through the Banner system, and solicitation and awards.
- Post-Award Grant Office – Provides guidance to ensure proper stewardship of funds and that they are spent
in accordance with the terms and conditions of the grant as well as University and
State of South Carolina policies and procedures. Oversees cash management, budget
input and modification in Banner, invoicing, progress reports, financial reporting, and award closeout.
